DC United signed Chilean winger Martín Rodríguez on a permanent transfer using Targeted Allocation Money (TAM) from Altay SK in the Super Lig, the top division of Turkish soccer, pending receipt of his P-1 Visa and International Transfer Certificate (ITC). .
